You can set a keyboard shortcut for this (or anything in the menus) through the Keyboard &#38; Mouse section of System Preferences, under Keyboard Shortcuts.  Just click the '+' button, choose Safari, put in "Merge All Windows" as the Menu Title, and then assign a shortcut.  Nice, isn't it?

Yet another reason to love OS X. :)

(If that fails, you can always use Shift-Command-? to get to the menu searcher in the Help menu from the keyboard.)</description>
